Leagues One and Two agreed today at a joint divisional meeting to review and update their Salary Cost Management Protocol (SCMP) standards.

Clubs unanimously acknowledged the urgent need for reform to prevent the mounting losses in both levels, which presently average £5 million per club in League One and £1.5 million in League Two.

Clubs are committed to making changes and will address the issue throughout the offseason.

Separately, in the Championship, clubs have committed to change and agreed in principle to use the end of the calendar year to determine how future spending controls in the division will work.

Clubs will now evaluate numerous ideas to improve or replace the current Profitability and Sustainability Rules (P&S) through a new working group that will represent the views of all 24 clubs before deciding on the best course of action.
