The popular right-back is available on a free transfer after being released from Fratton Park, and he has confessed that there is already interest.
According to journalist Alan Nixon, the 30-year-old is poised to join the Millers following their relegation to League One.
After finishing last in the Championship, they turned to Steve Evans to lead their promotion push, succeeding former Pompey assistant manager Leam Richardson.
Rafferty is allegedly top of their target list as the former Stevenage manager overhauls Rotherham’s playing team.
Rafferty made 42 appearances for the Blues and was a regular starter as they won the League One title with two games remaining. He was also a significant presence in the Fratton Park dressing room, being a member of the leadership group that included skipper Marlon Pack, Joe Morrell, and Colby Bishop. Those attributes will undoubtedly pique the curiosity of a number of League One clubs this summer, with Rafferty eager to finalise his future plans as soon as possible.
He made 68 appearances in total after joining on a free transfer from Preston in July 2022, under Danny Cowley.
And he leaves Pompey having won the League One title and restored the team returned to the Championship after a 12-year hiatus.
